The Not-So-Shocking Fall of “America’s Sheriff”

Everybody loves a good corruption scandal.
And the federal indictment debacle breaking open in the life of OC Sheriff Mike Carona (also naming his wife and his alleged mistress) has the makings of a doozy. Thus far, the story has the LA Times and the Orange County Register tripping over themselves in trying to scoop each other with each eyebrow-raising installment.

But both the Times and the OC Reg
are reporters-come-lately to this party. It was Scott Moxley at the OC Weekly who has been way out ahead on the Carona story—back when everyone else was still fawning over Carona as “America’s Sheriff.”

As Carona’s former “brothers for life,” co-conspirators Donald Haidl and George H. Jaramillo,
race to make deals in return for ratting out the sheriff, and nearly everyone who courted his favor, is now calling for his resignation, Moxley has yet another take on the scandal in this week’s paper. Here are the opening few ‘graphs:


Besides the $700 million-per-year budget and the right to boss around 4,000 underlings,
the sheriff of Orange County enjoys an undeniable perk: Everybody wants to be his friend. A weak individual with deep, unresolved emotional issues would have a hard time resisting the temptations of this weighty job. Members of the opposite sex go wide-eyed over the gold stars on his shirt collar, the badge over his chest and the pistol in his holster. Businessmen with massive yachts and private planes seek an association to enhance their reputations, or to gain secret use of departmental spy equipment. In the hope of obstructing justice, crooks are willing to pay for dinners, drinks, luxury vehicles and vacations, or simply offer old-fashioned cash bribes.

Sadly, Michael S. Carona is a deeply flawed individual.
This week, the U.S. Attorney’s office, in conjunction with the FBI and a federal grand jury, threw a 10-count corruption indictment at Carona, two of his former assistant sheriffs, his wife and one of his numerous mistresses. Except for a few of us who never bought Carona’s glad-handing, cheap smiles and constant lies, the indictment is a tsunami for Orange County government, politics and law enforcement.

In a world of constant scandal, this still qualifies as major national news. Carona is chummy with Governor Arnold Schwarzenegger, who once openly considered the sheriff as a possible lieutenant-governor running mate. President George W. Bush appointed him to an elite national-security advisory board—though he has no anti-terrorist training, associates with organized-crime figures and has never made an arrest in his life. Way before anyone was willing to listen to OC Weekly’s lone drumbeat, CNN’s Larry King anointed Carona “America’s sheriff,” and the local media abandoned watchdog roles to treat his word as gospel.

Carona is nothing if not an opportunist. Before the wind could change direction after the national TV exposure, Carona ignited rumors of a planned challenge to U.S. Senator Barbara Boxer. National publications wondered if he was the future of the California Republican Party. The sheriff even sought Hollywood studios willing to feature him in a weekly crime-fighting reality show. He began traveling—at taxpayer expense—with an army of bodyguards that would rival the head of state of a small European nation. Department helicopters became aerial limousines for dates with women. He reneged on more than a dozen campaign promises. During his first election in 1998, Carona guaranteed he would serve no more than two four-year terms because it wasn’t healthy for one person to hold such a powerful job any longer.

Our sheriff is, of course, an extraordinary skillful liar.
If one-tenth of the allegations contained in the 29-page indictment are true, a devious chameleon has been running our county’s criminal-justice system.

  • Remember the “scandal” of Sheriff Lee Baca and Paris Hilton? So many knuckle-heads were criticizing Baca for releasing “hardcore criminal” Paris Hilton to home arrest. Sheriff Baca has asked/begged all L.A. County and city officials for more money for L.A. County’s over-crowded jails fro years. Then these same idiot politicians and officials criticize Baca because he sends Paris home. Sheriff Baca did not want to waste money and jail space on Paris Hilton, this “scandal” was unbelievable.

    I have met Lee Baca on a few occasions; close friends of mine are 25+ year managers at the sheriff’s department. I have had the unique opportunity of talking to Lee Baca 1 on 1 at a few parties. I like the guy and admire him, so I was angry when a group of political idiots were criticizing Baca for being fiscally responsible and making a logical decision in regards to Paris Hilton

    I have met Sheriff Lee Baca and he is NO Sheriff Carona. Sheriff Carona is a piece of work, the O.C. supervisors have asked Carona to quit, but Mr. Corruption is refusing to go. I say, send in the FBI and escort him out of his office in hand-cuffs. The L.A Times has a copy of the federal indictment available on-line, the indictment reads like a movie script.

  • yeah, well, Orange County is having some kind of wild ride here – first Chemerinsky – then the fire – and now Carona. Notice how everyone in the OC Republican guard is distancing themselves form their former golden boy. It’s something to watch.

    Carona, by the way, lead the opposition to the proposition on the ballot two years ago that would have allowed the OC Fire Authority to increase their air fleet beyond TWO MEASLEY HELICOPTERS.

    Among the details of the 29 page indictment (good reading by the way – you can downlaod it at the Oc Weekly website (it’s all money and toys and trips and favors done for certain people’s delinquent sons)- is the fact that both Carona’s wife and mistress (both indicted with him) have the same first name: Debra and Deborah. The sheriff who lives down the street from me tells me that both go by “Debbie.” Must make things easy all around. Just think about it.

  • A word of praise for the Will Swaim – edited OC WEEKLY which has been on to Carona for years. R. Scott Moxley had a column this week that was sort of “I told you so” about “America’s Sheriff”. And just a few years ago he was the great GOP hope – Governor, Senator, national ticket. It all seems so silly now. But then, as I wrote elesewhere if you’re a Republican being “America’s” any kind of local official isn’t what it used to be. Ask Rudy!

    LA Res, I agree about Baca. He’s the real deal, a very decent and intelligent human being. Although, in many ways, he’s not the world’s best administrator, which gets him into trouble with the rank and file. Plus his jails are a mess—not that they’re easy to handle, but….they’re more of a mess than they need me.

    The county sups seem always to be mad it him, which I fail to understand. (This is a running argument I have with the various Sups’ staffers. They’re convinced the problem isn’t about money. Baca’s convinced it is. For one thing, he needs more money to pay his deputies better. LASD needs more uniformed bodies and recuitment’s a bitch—in part because of the higher amount that other agencies, who draw from the same recruitment pool, are paying. Recruitment is one of his betes noires.

    I do think he bungled the Paris thing, however. It seemed far too much like special treatment. I think he did it for reasons of compassion. But a non celebrity would never have been cut that kind of slack,

Res, as someone who knows Baca via mutual friends, I’m quite sure he wouldn’t agree with you on your myopia over Iraq and thinking Chad, Somalia and the rest of the Arab world are laughing matters when it comes to terrorism. Cuz shucks, it’s all made up to distract from Iraq, and Bush is the only real enemy. Baca’s agenda is complete opposite of your views, in fact, internationally. Thank gawd he is working with other law enforcement agencies to protect us, and you’re watching from the sidelines posting left llnks.

    The Paris Hilton flap was just stirred up by Rocky Delgadillo hoping for political mileage, but after the stuff about himself and his wife came out, look where he is now. And Paris is back to partying, happily out of the hills, and promises to transform into Mother Theresa or at least Princess Di. Someday, after just a little more partying.

    I’m glad O C has a scandal which makes L A’s seem trivial by comparison.

    Woody is right, some people have to relate every topic to Iraq. I thought the topic was about a corrupt sheriff.

Woody is right indeed about your Iraq myopia; what’s funny is you’re the only one who doesn’t see it. Just pointing out that luckily, it’s not shared by one elected to confront global terrorism, among other things. Someone you profess to admire.

  • Carona went against the prop that would have given the fire authority more $ because it took it away from $ already allocated for the Sheriffs. You’ll hear more about this as they sort out the fire response and the county’s two measly helicopters – and why Carona’s department got whatever it wanted.

    The Two Indicted Debbies look like except the wife is in her mid-50s and the other Debbie is about 15 years younger.

  • Baca’s headache is not only the jail system. The LA Sheriff department’s detectives and Patrol officers do such a sorry ass job at conducting proper investigations and report writing, with luck the DA will file, criminals get away with murder, and innocent people end up in jail.

    Richard Nixon = Watergate = grand daddy of corruption.

  • Hmmmmm, no Democratic scandals? Wouldn’t the last minutes in office of the last Democratic president who pardoned drug dealers and tax dodgers be somewhere in there? Also, if you go back to illegal programs and packing the court FDR forward to election stealing, Bay of Pigs running JFK to Vietnam escalations LBJ to draft-dodger pardoning Carter and end with lying scum, trailer trash Clinton…well, somewhere there has to be a scandal or two.

  • P.S. I intentionally left off Democrat Truman because he, at least, cared enough about American lives that he approved the dropping of atomic bombs on Japan, which ended the war and showed Japan not to start something that you can’t finish.

  • Except that Bush did not steal the election, and any knowledgeable person would know that. He had the majority of votes in Florida to put him over the top, and that included all the ballots with hanging chads for which election officials tried to mystically discern the intent of those voters. Bush just kept Gore from succeeding in that. And, how is legally appointing justices the same as trying to expand the number of justices? Of course, you’ll never give an honest answer because that would require you to give up your fantasy soap box.
