The Sunday “Raid” in the Park, the LAPD….and Jamiel’s Law.

An alarming story was careening around the web
all day Monday.

It began on Mayor Sam’s site, in a post by Althea Shaw, Jamiel Shaw’s aunt.

Several commenters here noted it. Then by afternoon Ron Kaye had the story. And it migrated quickly still further.

The story portrays what sounds like a case of abuse of authority and possible political vengeance on the part of the LAPD, all of which Althea Shaw writes that she saw occur at Leimert Park on Sunday.

Sunday, August 17th, the Los Angeles Police Department (Southwest Division), Sanitation Department, Parking Enforcement, General Services, the Health Department, Motorcycle Officers and a Helicopter, raided Leimert Park located on the corner of 43rd Place and Crenshaw Blvd. Leimert Park is a well-known park in the black community.

Every Sunday, The Shaw Family and supporters of Jamiel’s Law, come to Leimert Park from 11:00 a.m. to 5:00 p.m., to get signatures to put Jamiel’s Law on the March 3, 2009 ballot. We have our Jamiel’s Law T-shirts on and we have Jamiel’s Law petitions. We started doing this June 29th and we have been there every Sunday.

We usually barbecue and give away free hot dogs, chips and sodas, as a way of saying, “Thank You”, to the people supporting us. But today, the family had a party for Thomas (the younger brother of murdered victim, Jamiel Shaw, II), at a different location, so we just had drinks and chips for the kids.

Suddenly, the park was surrounded with Los Angeles Police Officers. Some in plain clothes and some in uniform. At least 7 or 8 black and white cars and a couple of police vans, if not more. They started with our family. Asking for identification and asking for our social security numbers. We showed our identification, but we refused to give our social security numbers to the Police Officer. The officer was not happy with this and said, “You know, I could give you a ticket for blocking the sidewalk”.


The post goes on to say the Shaw family was targeted in particular
and that some officers even told the family that “they” are trying to “shut you guys down.”

I found the story perplexing.

On one hand, I could imagine a cop or two doing and saying something stupid. It happens. But the notion of a large LAPD-led multi-agency task force descending for crass political reasons to shut down the Shaws for gathering petition signatures…. Let’s just say, it seemed unlikely.


Still, Ms. Shaw’s report was very detailed, plus she had photos.

So I decided to check it out.


Leimert Park is located in the area policed by the Southwest Division of the LAPD.
I called the division Monday night and spoke to Southwest’s watch commander for the evening, a Lt. Art Sandoval.

(As I tell my journalism students, when in doubt, always call the on-duty watch commanders. They’re usually well informed, plus they’ll likely talk to you.)

When I said, why I was calling, Lt. Sandoval sighed unhappily. He said he’d gotten a gazillion calls from all over the country on this issue. (Except that the didn’t say “gazillion.”)

“The truth is this. There was no raid,” he said. “None of our officers made contact with the Shaw family. We were there because there was a street faire going on in the park, and we always send officers over when there are street fairs. ”

But there definitely wasn’t a raid, and certainly no officers went around asking for social security numbers, he said. “I worked that Sunday, and we never got any calls from people, no complaints. Nothing at all.”.

I asked if Lt. Sandoval had actually seen any of the online stories, that they seemed pretty credible. He said he hadn’t and asked where he could find one. I recited Mayor Sam’s URL.

There was the sound of typing on a keyboard then:

“Well, you see, that’s not us,” the Lieutenant said, a somewhat relieved, eureka-ish tone in his voice. “Look at the third photo down. Those are our guys, but they’re just by their cars. They’re not doing anything.”

We looked at the photos together. Indeed, upon closer inspection, there was only one photo of LAPD officers, standing near to their black and white’s, obviously taken from a distance.

There were, however, photos of other cops. “Those aren’t LAPD. They’re General Service Police Officers,” said Sandoval. “They patrol the parks. They’re there every day. That’s their job.”

I stared at the snapshots again. Sandoval was right. All of the other police vehicles and officers in Ms. Shaw’s photos appeared to be from the General Service cop shop.

I thanked Lt. Sandoval and said I would call the General Service people.

“Okay, thanks for at least trying to get to the truth,” he said. “It’s bad enough that we get blamed for what we did do. I wish we didn’t also get blamed for what we didn’t do.”

Next I called the office of the General Service police, and got their Watch Commander, a Lt. Butell. “Well, we did have an Illegal Vender Task Force there on Sunday,” he said.”It was a multi-agency thing, but I can tell you, we weren’t the lead agency.”

So, who was?

“I wasn’t there that night. It was my wedding anniversary.”

I wished him a happy anniversary, and asked if he thought it was possible that his cops would go around asking people for their social security numbers.

“They could have. It could be a method of IDing someone if they didn’t have ID on them.”

So what would have triggered this “task force?”

Someone would have had to request it,” said Butell.

Like whom?

He reeled off a long list different possibilities including parks and rec, and the City Attorney’s office. (The one LA agency he did not name was the LAPD.) Butell said that such a street vender task force was an ordinary affair that can be triggered in any number of ways.

“I wish I had more information,” said Lt. Butell. “If you call back in the morning, I’m sure someone can answer the rest of your questions.”

So does somebody have a vendetta against the Shaws and their cause? Well, some further digging at the General Service Police office during the daylight hours might get some more answers.

(In fact one or two calls made before this thing started boomeranging across the web might have been a prudent choice.)

Unfortunately, I can’t follow-up on Tuesday as I’ll be in wall-to-wall meetings.

But someone should—and could.

How about, say, somebody at Mayor Sam’s or maybe Ron Kaye?

  • I know the Shaws. They are completely reliable witnesses. Althea Shaw, who wrote the essay posted at the Mayor Sam website, used to work at LAPD. The police asked her and her brother for ID and for their Social Security number. The police told them they could not collect signatures in the park, and instead must go door to door — which is completely false. The Shaws have been going to that park for weeks to collect signatures; nothing like this ever happened before, nor were there any “General Service” police officers there every day, or any warning. Detectives were there; helicopters were there.

    Do not underestimate the depths to which corrupt politicians will sink to protect their positions. Teach your students about Tameny Hall. And, though I won’t go into it hear, I could give a one-hour lecture on how I’ve learned, from personal experience while running for Mayor, how corrupt the media are (e.g., I was offered “news coverage” by one TV station if I would buy $8,000 in advertising!).

    And yes, there are some kooky things written at the Mayor Sam website. However, that does NOT include anything written by Althea Shaw. She, her brother and her sister-in-law are probably the most amazing, brave people I’ve ever had the privilege to meet. They are trying to spare other families in L.A. the agony of losing a loved one to a completely preventable, unnecessary murder. The same goes for Danielle Bologna, whose family was murdered by an illegal alien gang banger, who could have and should have been deported BEFORE he shattered her family’s life.

  • Out of respect for the Shaw family I gave Althea’s account the benifit of the doubt. But the most basic facts of it fell apart with a single late night phone call. How much more will fall apart with three phone calls?

    My heart breaks for the Shaws. Not only have they endured the murder of their beautiful boy, but now they’re on the receiving end of the most cynical kind of Xenophobic manipulation by those with their own political agendas. There are excellent reasons why every sane official in law enforcement opposes your loathsome initiative, Mr. Moore. And it isn’t due to nefarious plots by corrupt officials.

    I have to leave for the day, but I hope my smart commenters will take over from here.

    Oh, I see! I didn’t realize you were part of the pro illegal alien lobby! “Xenophobic” tells the whole story.

    My mistake. I thought you were trying to do honest journalism. You’re just smearing the Shaws and anyone who wants to enforce immigration laws. I get it now.

    What fell apart?

    LAPD, a helicopter, general service police (other cops), and health code enforcement were all used, in an attempt to silence the Shaw family at the request of some city politicans who are more concerned with protecting illegal aliens, than American citizens 1st amendment rights.

    Walter Moore is a demagogue of the first degree who is running his pathetic campaign for Mayor of LA based on a simple minded, single issue (get rid of the Mexicans and Mexican Americans in public office), Moore is a misleading xenophobe (see the above u tube videos for a weird few minutes), and is just another in a long line of hate filled and vitriolic racists who’s only hope for an elected position is to base their campaign on hate, fear, and nativist speech.
    If one has the stomach to listen to Walter Moore for any length of time they will soon come to realize that Moore is a paranoid hater (Whenever I ride in my car the radio is speaking to me in Spanish!), who has no other political platform except his anti immigrant, anti Spanish language, anti Mexican, right wing xenophobic philosophy.

    The tragic site of the Shaw’s being manipulated by the Moore people is pathetic and I feel awful for this family that lost a son to gang violence. But like many others I have a feeling that Walter Moore and his gang of right wing xenophobes never before spent so much time with a black family from South Central LA. I sincerely hope that Moore comes away with a new found understanding of African Americans but I very much doubt it.

    And it doesn’t surprise me that wacky Walter Moore accuses Celeste of being “pro Illegal Alien” because of the word “xenophobe” that Mr Freemon uses in his rebuttal to Moore’s BS, it’s an almost Freudian display by the classic Reactionary Mind. “If you don’t agree with everything I say then you must be an enemy and will be attacked and smeared”.

    My only curiosity with Walter Moore is why he is even undertaking such a ridiculous campaign for Mayor (he doesn’t stand the chance of an ice cube in hell), and why he is attempting to push his even more ethnocentric, not to mention blatantly unconstitutional, “Jamiels Law”.

    My only guess would be that even though innocent people and the city could be hurt and damaged due to Moore’s inflammatory rhetoric and platform for Mayor, he might be able to raise quite a bit of Lana (that’s Spanish slang for money to you Moore),from the small minority of xenophobic,nativist, supporters he has gleaned.

  • That Shaw’s are being used by people who have less than honorable intentions. Jamiel’s law is a bad idea. It’s horrible what happened, but this is not how to deal with it.

  • Well, you now see what it’s like to be on the receiving end when you don’t support Moore’s ill-conceived law aimed at getting rid of prohibitions against unreasonable searches.
    If you question anything, you’re on the side of “corrupt politicians” and “corrupt media,” and “you’re just smearing the Shaws and anyone who wants to enforce immigration laws.”

    And yes, it is sad that he got his PR time by going on a number of those rightwing shows which don’t let facts interfere with wild allegations and their ratings, at the expense of the Shaws. IF Moore and the rest really cared a darn about the issue and not his “candidacy for Mayor” on the backs of the Shaws, they’d be helping the Shaws present their case to Council, LAPD, ICE etc. at the forum they’ve been promised in October, and go to other appropriate legislative bodies like they did the Supervisors — where they scored a big one with Baca starting to run checks on prisoners on booking. Something Moore’s law would have the cops do on everyone without cause — but all he rebuts with is, “Why do you want LA to remain a sanctuary city for gangs?” Even though Bratton’s agreed to “clarify” the order and discuss it in October.

    But instead of working systematically, now that there’s significant movement, they all continue their wild invectives in all directions to fill air time.

  • This circus developing around the Shaw family is beginning to disgust me. They lost a son. Now they’ve been enlisted by other people with their own agendas, whether it’s ratings, a stupid mayoral candidacy or just plain old race baiting. There’s a serious issue here that’s plaguing the city. Reasonable people can work to find a solution. But this kid’s tragic death has now disintegrated into a discussion on Mayor Sam about illegal swap meets. Sometimes I wish Al Gore never invented the internet. I was happier not knowing what my fellow citizens thought about everything

    First off Prof Moore it’s “Tammany Hall” not Tameny! Pay attention students! You will be graded on correct spelling!

    Secondly I think it’s telling that here again Walter’s nativist and xenophobic sympathy’s come to the surface.
    Tammany Hall was the powerful Democratic Political Machine in NYC that on the positive side (in my humble opinion and as having some Irish blood in my veins along with the Chicano sangre), uplifted and enabled many mainly Irish immigrants to become successful and powerful politically and in other areas of US society.

    Hmmm is Walter being analogous to today’s immigrants?

  • Couldn’t let this one get by from Don Quixote here. In the third paragraph of your rambling diatribe you refer to the blog host as Mr. Freemon. I’d like you to know that there’s only one “E” in Fremon, and Celeste (the host’s first name) is a female’s name and it has been determined earlier that she is indeed a “she” rather than the “Mr.” you refer to her as. Since you’re wrong on those two counts I’ll have to assume you’re wrong on your assessment of Walter Moore. On that recomendation Mr. Moore certainly has my vote.

  • I live near Leimert Park and, through community work, work closely with LA City departments. General Services was there because they are the department responsible for city parks. It was purely a matter of protocol. I guarantee you the helicopter was LAPD’s.

    Illegal food vendors are not a problem at this location, especially on Sundays. Sundays the park is usually filled with people who participate in a drum circle. The “illegal food vendor task force” was a ruse to harass this family.

    I find it ironic that the City can put together a task force because a family is passing out free water and chips, while the community has been pleading for YEARS with the city to clean up the day laborers at Ruthelen and Slauson. Community groups have repeatedly been told that there’s nothing the LAPD can do to stop the gambling, public urination, blocking sidewalks and streets, drinking in public, drug dealing, etc. etc. etc. This is outrageous. I hope residents of CD 8 take their outrage to the voting booth on November 4th, and vote for Mark Ridley-Thomas!!
