Jerry Brown, the “Whore” Remark, and Campaign Theater



As you may or may not have heard by now, a voice mail recording
was released Thursday afternoon by the Los Angeles Times, which allows us to eavesdrop on what was intended to be a private conversation between Attorney General and gubernatorial candidate, Jerry Brown, and what one assumes is a room full of campaign staffers.

The recording was made by accident after Brown tried to phone Scott Rate, an official of the LAPPL, the Los Angeles police union, to talk about endorsements. Brown did not reach Rate–who is in charge of the union’s political endorsements—so left a message. Then, believing he’d hung up the receiver, Brown went on talking to staffers. And Rate’s voice mail kept on recording—meaning a not-intended-for-prime-time conversation between Brown and a cluster of staff members was preserved for posterity.

The conversation in question was about the fact that it had just been reported that Brown’s opponent, Meg Whitman, had received the endorsement of another law enforcement union, the California Statewide Law Enforcement Assn. almost solely because she had guaranteed that, if she of was elected—law enforcement agencies and firefighters would be exempt from any pension reforms—budget crisis or no budget crisis. Brown, who wanted the LAPPL’s endorsement but, by then, was figuring he wasn’t going to get it, opined that they too would go with Whitman because she had been willing to guarantee some kind of quid pro quo arrangement, whereas he was not.

At some point in the multi-voice conversation that followed ––and which the voice mail dutifully recorded—a staffer (or an associate, or someone in the room, but we presume some kind of young-ish sounding campaign staffer)—called Whitman a “whore,” for her guarantee not to take any whacks at the cops’ pensions, despite the fact that pension reform was one of her biggest campaign planks.

The comment came after Brown called the Los Angeles Police Protective League in early September to ask for its endorsement. He left a voicemail message for Scott Rate, a union official. Brown apparently believed he had hung up the phone, but the connection remained intact and the voice mail machine captured an ensuing conversation between Brown and his aides.

With evident frustration, Brown discussed the pressure he was under to refuse to reduce public safety pensions or lose law enforcement endorsements to Whitman. Months earlier, Whitman had agreed to exempt public safety officials from key parts of her pension reform plan.

But here’s the interesting part.

“Do we want to put an ad out? … That I have been warned if I crack down on pensions, I will be – that they’ll go to Whitman, and that’s where they’ll go because they know Whitman will give ‘em, will cut them a deal, but I won’t,” Brown said.

At that point, what appears to be a second voice interjects: “What about saying she’s a whore?”

Okay, but here’s the interesting part:

The recording was made…. when would you guess? Thursday? Monday? Last week?

No, it was made in early September—just a day or two before the LAPPL endorsed Whitman. (The union issued their endorsement on September 16.)

Yet, although they’ve had the thing for over a month, it was just on Thursday that the LAPPL suddenly felt honor-bound to fork over the recording to the Times. (Freedom of information! Gotta do one’s civic duty, doncha know!)

In truth, the recording isn’t terribly important. Listen to it and you’ll find a nice little piece of theater, a small but genuine peek into a single moment of a high stakes political campaign. Aside from the comment in question (which is not exactly fall-on-the-floor shocking in nature), the overlapping dialogue, in which candidate and staffers, overrun each others’ sentences in a hyperventilated interweave, is like something that Robert Altman might have written, were he alive and scripting a film about this race.

No, what is important in all this is the timing of the release. It is difficult to find another explanation for the union’s sudden compulsion to get the recording off its collective chest that does not relate to an attempt at politically-timed mud-lobbing for their candidate of choice.

After watching Whitman continue to reel from the Allred/Nicky narrative, did the LAPL hope to create a counter-narrative of their own?

Well, maybe, maybe not. Perhaps in the past couple of rainy days the union folks were just using the down time to clean out their closets when—Sacre bleu!—what did they find?! A bootleg recording! Whoaa! Cool!

NOTE: As I was getting ready to post, the Brown campaign has apologized for any offense their “salty” language might have caused Ms. Whitman.

And Whitman spokeswoman Sarah Pompei has expressed her shock, SHOCK, I tell you! at the incident to the LA Times. To wit: “The use of the term ‘whore’ is an insult to both Meg Whitman and to the women of California. This is an appalling and unforgivable smear against Meg Whitman. At the very least Mr. Brown tacitly approved this despicable slur and he himself may have used the term at least once on this recording.”

  • I have to say WTF has it right. If you’re going to complain about the timing of whoregate, then remember, Jerry had from June 2009 to use Nicky Diaz.

    I seem to recall that John Kerry’s campaign hit the rocks with his under his breath “salty” remarks about republicans. But are voters really that offended by salty language? I think the rumors about the cushy payoff that Nicky Diaz is getting from a big democrat fundraiser will do more damage to Jerry than anything else (see http://www.laslimes.com) . We can handle salty language, but being played for a sucker is something else.

  • I have some bad news for Celeste, most politicains have been making deals with the, SEIU, CTA and large other employee unions. The CTA is the largest spending lobbying force in California and has ensured California keeps spending more than it can afford.

    I think the fact that the Brown campaign has not revealed the identity of the staffer who is alleged to have called Whitman a whore is very telling. Jerry has a temper as can easily be heard, and it’s the sort of unsavory, and antiquated slur that he would make. If he now tries to blame someone else, that will backfire on him too; a voice print analysis would be easy to perform, and it would confirm Brown as the culprit.

    We’ve now seen the real Jerry Brown; Jerry the woman hater, a male chauvenist, who regards any woman who out-smarts him as something cheap and easily paid off.

    Jerry Brown belongs in a Mad Men episode, not the governor’s office.

  • Micheal and Jack, not that it matters, but I’ve no listened to the recording several more times, this last with slightly better speakers, and I’ll make you gentlewoman’s bet that it’s not Jerry at all who says,”She’s a whore.” (And then repeats it.)

    Certainly we can all be fooled, but in addition to many, many conversations, I’ve transcribed any number of audio tapes with his voice on it, and it’s very distinctive.
    I don’t think it’s even a close call.

    Gentleman, put your money on the table (metaphorically speaking).

    And bring on the voice print analysis.

  • Really remarkable, the major media’s not reporting that this recording was made almost a month ago and just released, now that their (PPL’s) endorsee is taking a hit from being a hypocrite on the illegal immigration issue. This is the first I’ve heard of the timing anywhere!

    LIKE she’s a hypocrite in making reducing pension age for public employees a huge cornerstone of her campaign, but unlike Brown, making a unique exception for cops and firefighters to get their endorsement. She saw what they did to Jack Weiss a long-time stalwart defender of LAPD, and to Krekorian! In favor of newcomers with little or no history, at least not in decades, to justify their endorsements. And similar biases towards anyone who they see as bending to their will, across the state.

    Clearly that’s what was meant – her “whoring out” for endorsements, and everyone including Whitman knows it had nothing to do with her being a woman. (Something no one thinks about is her sex life, or possible work related to it, one benefit of her looking like a female linebacker.)

    If Brown’s guy had used “hypocrite” or maybe even “pimping herself out” no one would have noticed. But since it is Brown’s campaign, calling it “political theatre” is right. Well, he’ll be an entertaining governor, even to Republican pundits, no doubt about that: the Limbaugh/ Colters/ Becks are no doubt already champing at the bit to get the ratings boosts.

Whitman is pro-choice, wonder if that’s why they hadn’t endorsed their boy until just now and if Celeste thought the timing of the LAPPL releasing their tape was suspect how could anyone in their right mind think this isn’t?

    The only reason N.O.W. made the endorsement was to deflect any harm done to Brown who I believe has also compared Whitman to a Nazi. N.O.W. leadership cares nothing about conservative women, or really women at all and this play shows it.

I don’t pretend to know the details of this from watching a video – any more than some GOPer idiot in the Senate could diagnose a comatose woman from watching a video – but I DO KNOW that you posted a tape that was edited and – bizarrely – linked Obama to the incident.

  • Incidentally, professional law enforcement officers engaging in brutality, dishonest “searches”, covering for fellow officers’ misconduct and lying on the stand are a hell of a lot worse than a handful of hyped-up idiots going at it at some Tea Bagger rally. And much more common – part of “the job” for some, in fact. You can whine about this characterization, but you condemn yourself with your own rhetoric. Absolutely crappy police practices were responsible for OJ’s getting off. I think the guy was guilty as hell, but I would have voted an acquittal for about a dozen evidentiary reasons, like the idiot detective carrying samples around in his pocket all day. The police and prosecutors shot themselves in the foot. But of course the biggest reason OJ was able to exploit lousy police work in this instance and got off was because he was a millionaire able to hire a crack legal team – this is the oldest story in the book. That he was a black guy able to do it was news. The rest was par for the course. I know of two other similiar cases in Southwest Missouri around the same where the guy was white, upper-middle-class but not famous, got off under very suspicious circumstances after the murder of their wives, but most people have not likely heard of them. If you’re still chomping on the OJ case, I feel sorry for you. You truly are wracked by long-running resentments. Smart police leadership focuses on improving practices and personnel, not blaming everyone else for obvious problems or whining because public perception isn’t always positive.

  • Brown was wrong, but I’m still voting for him. To not vote for him would be to help Meg Whitman get elected, and I couldn’t do that. I think she’d be disastrous to this state. If a woman on death row were called a whore by the DA who charged her, would we reverse the sentence? Of course not. We’d have a little face time with that DA but the inmate would still get the cocktail. Jerry deserves to be scolded for this, but not to lose the election. Whitman does not deserve to be elected governor just because she was called a name.

  • This reminds me of “The Groponator”. Remember that? Just days before the ’03 recall election, allegations surfaced of Arnold inappropriately groping women. I think a lot of Arnold’s voters felt the same way I feel today about Brown. It was wrong what he did, but not wrong enough to allow Gray Davis to continue ruining they state, as they saw it. And, for all of the problems I’ve had with Arnold as governor, I must admit that we didn’t exactly have a problem with him groping women throughout the past 7 years. It was much ado about nothing, a last second hail mary by Davis’s people, just as “whoregate” (lol, sorry, can’t do better…) is today by Whitman’s campaign.

  • A couple months back Rob was offended by myself when I used the term “bitching” as a verb because in his opinion it was degrading to women. He made a big deal out of it.
    Now he’s going to vote for a candidate for Governor who allows a staff member to use extremely offensive sexual epithets towards women and JB seems to be completely comfortable with it.

    It’s a big deal to Rob when I use a word that could be translated (if you search for a reason to be offended) as degrading toward women. But it’s not a big deal for JB’s campaign staff to use a word that cannot be translated as any other way but degrading to women.

    Right this minute I’m watching the post game show on NBC how Brett Favre may be in big trouble for using offensive and degrading language in the workplace.

    But it’s ok for JB’s staff to do it. And it’s ok for JB to be comfortable with it and at the very least tacitly condone it.

    If it’s not ok for Brett Favre to use in the workplace..it’s definitely not ok for a staff member of the potential Governor of CA. to use in the workplace.

  • ATQ, this is where you stop, breathe, and count to 10. We all do this from time to time. Get really passionate about an issue that goes nowhere. It’s embarrassing. You get that feeling that it’s too late to turn back, you’ve made it too far. That you’d might as well commit. But you’ve basically built a stairway that leads right into a ceiling. Whitman’s a bad candidate, ATQ. Too hypocritical on immigration. You can’t blow it on that issue in California, not with the Latino population here. Once the Nikky Diaz story broke, and everyone found out what Meg really meant by “Mas Trabajo” (lol), she was done.

  • Immigration is becoming another issue where Republicans are showing their hypocrisy. Just like with gay marriage. We’ve lost count of how many Republicans against gay marriage have been outed as being gay themselves. Now we’re starting to see their hypocrisy on immigration. They’re using it as a divisive political platform, while taking advantage of undocumented immigration in their personal lives in the process. Many have summed the modern day xenophobic movement up to that from the get go. Whitman just went further to proving them right.

  • This is available on the internet. Just google “LA County Sheriff’s Department Core Values”. All recruits must be able to recite this verbatim while in the academy. All you have to do is watch a few episodes of “The Academy” and you’ll see them doing it.

    More so by bank account. Although I’ll admit, I think calling a liberal woman a whore is worse than calling a right wing woman a whore. Women on the right seem to want to take women back to the stone ages anyway, so what’s an insult? They live in a world of self hate.
