MEMBERS OF CITIZENS COMMISSION ON JAIL VIOLENCE TO ENDORSE JIM MCDONNELL FOR SHERIFF

Executive Director, Miriam Krinsky and members of the Los Angeles Citizens’ Commission on Jail Violence (CCJV) will hold a 9:30 AM press conference Friday to announce their unanimous endorsement of commission member and Long Beach Police Chief Jim McDonnell in his race for LA County Sheriff.

(The commission members make this endorsement of McDonnell as private citizens.)

The press conference will take place on the Temple Street steps in front of the Kenneth Hahn Hall of Administration

ASSISTANT SHERIFF JAMES HELLMOLD TO THROW HAT INTO SHERIFF’S RACE WITH BACA’S BLESSING

Soon there will be two working assistant sheriffs running for the office of LA County Sheriff. CBS-2 news has the story. Here’s a clip:

In his first television interview since his announcement, Hellmold, who started his 25-year law enforcement career as an aide to Baca, told KCAL9’s Dave Bryan that he can see clearly what the Los Angeles County Sheriff’s Department needs.

“I have a vision for the sheriff’s department to modernize its patrol and detective resources with the emergence of advanced technology and cyber-crime. The sheriff’s department needs to be a modern policing agency with the technical skills, the equipment,” he said.
When Hellmold was asked about running for sheriff last week, he said he was a crime fighter, not a politician. He said he’s now ready to run.


SHERIFFS DEPARTMENT TOOK UNCLAIMED FUNDS BELONGING TO RELEASED INMATES

A report released by the LA County Auditor-Controller on Thursday revealed a list of sloppy accounting practices by the LA County Sheriff’s Department when it comes to certain restricted funds that have been under the department’s fiscal control.

The LASD’s handling of so-called unclaimed funds was among the most startling of the discoveries.

The Daily News’ Christina Villacourt has more on the story. Here’s a clip:

The Sheriff’s Department took $1.6 million ­— most of belonging to released inmates — instead of directing it to the appropriate county agency, according to a report released Thursday by the county Auditor-Controller.

A spokesman for Sheriff Lee Baca, Steve Whitmore tried to downplay the problem, saying it was “more about accounting than anything else.”

He vowed, however, that the department would correct the problem.

In her report, Auditor-Controller Wendy Watanabe said, “We noted that the Sheriff’s inappropriately transferred approximately $1.6 million in unclaimed funds into their operating revenue over a two-year period.”

AFFORDABLE CARE ACT MAY HELP INMATES LOWER RECIDIVISM RATES

Two-thirds of the 730,000 prison inmates released into American communities each year have substance abuse or mental health problems. But, although research and common sense says that many of these men and women need treatment if they are to avoid returning to prison, finding ways to pay for that crucial treatment usually ranges from difficult to impossible—until now.

Vin Beiser has the story, writing for the Atlantic. Here’s a clip:

Ron Sanders may hold the record for the fastest round trip from and back into jail. Released after a year in a San Francisco county lockup—just one in a series of drug-related sentences he’d served over the years—he headed right back to the streets he knew best. “Four hours after I got out, I got me a 40 [ounce bottle of malt liquor] and a rock of crack,” says Sanders, a wiry African American man with a scar on his forehead and a pair of spotless Nikes on his feet. “Then I turned around, and there was a cop right behind me.” He was back behind bars before the day was over.

Slightly slower-paced versions of Sanders’ story play out every day all across the country. An astonishing two-thirds of the 730,000 men and women released from America’s lockups each year have either substance abuse problems, mental health problems, or both. Very often, those problems were largely responsible for getting them locked up in the first place. Most addicted and mentally ill prisoners receive little or no effective treatment while they’re incarcerated or after they’re turned loose, so it’s little surprise that, like Sanders, they soon wind up back in jail. But for some, that revolving door may stop spinning this year, thanks to a little-noticed side-effect of President Obama’s Affordable Care Act. Obamacare, it turns out, might be a crime-fighting tool.

Providing treatment to those former prisoners could yield enormous benefits for all of us. The average cost to incarcerate someone for a year is roughly $25,000. That means if only one percent of each year’s released inmates stay out of trouble, taxpayers will save nearly $200 million annually—and the pool of troubled ex-cons looking to steal your car stereo will be that much smaller. “Success in implementing the Affordable Care Act has the potential to decrease crime, recidivism, and criminal justice costs, while simultaneously improving the health and safety of communities,” sums up a recent report by the federal Department of Justice.

  • So Hellmold has thrown his hat into the ring. Can this circus get any crazier? Everyone is portraying Jimmy H. as a “Baca boy” but remember, it was Mr. T who selected him to be Baca’s driver. Hmmm…hidden agenda? Split the vote?

  • Like I said before, McDonnell is the consummate politician. Just because he hasn’t held elected office before does not mean he can’t navigate those waters with ease. Too much ease for my comfort. He sold out LBPD’s budget for the chief’s job, now what is he selling for the sheriff’s job?

    Reforming the department will require a leader, not another politician cut from the same cloth as Baca. Been there, done that, no thanks. This election will be about the independence of the sheriff’s office from elected politicians, and watch them try to sell McDonnell as the “reformer” when he means something entirely different for the Board of Supervisors – a chance at putting a collar on the sheriff.

  • Crime fighter? Not a politician? Technology, cyber crime, cutting edge equipment. How about denial? Jimbo’s taken a page straight out of Tanaka’s book–ignore corruption, create a criminal enterprise, and bribe the rank and file with toys. Deja vu.

  • I will stay focused on the real competition, McDonnell. Hellmold revealed his true self during that fateful pursuit in Compton, where he walked away unscathed and ALL of his subordinates received major discipline.

  • Does anyone take issue with the fact that at last week’s EPC, the new IG Max Huntsman said Sexton can have a pass and torture all terrorists? That was so “funny.” He had a case overturned for prosecutorial misconduct. Yes, he will really hold LASD “accountable.”

  • Hellmold wants to go from Deputy to Sheriff in 14 years. He is already promoted above his experience level. A vote for JH is a vote for Baca. Baca is funneling all of his donors to JH so he can still have control for his losers to keep their jobs. 4th Floor is already buzzing that JH and Todd are never there and out campaigning. Hopefully the new interm will mandate that they step down or take a leave of absence. All promotions will be related to who supports who. JH is a good looking Tanaka basically.

    Found it funny that JH on news said Sheriff’s Aide was his first job. Really? how about custody, patrol? Oh thats right, your a crime fighter. We need a true outsider to come in and actually judge people on their talent and not whose car they are in.

  • This entire scenario involving McDonnell was a set-up prior to the BOS selecting members for the Jail Commission. The BOS were so pissed at Baca because of all of his neglect and mismanagement but they knew, because he was an elected official, they could not do anything short of public humiliation, to reign him in.

    Then the BOS got the inside slide 4-1-1 that LASD, Baca and Tanaka were in trouble, big trouble with the Feds. They were told indictments were coming down and could very well include Baca. Well that put the BOS in a panic and they called for an Emergency Executive Meeting, but Zev was in D.C. and had no intention of flying back. So they did the quorum with the bodes they had and linked Zev in by phone. No decision was made because you have 5 personalities with 5 opinions. But one thing for sure, the wheels were in motion to secretly find a replacement. Meanwhile, back at the ranch, Don Knabe used his selection for the Jail Commission to be none other than Jim McDonnell, the only cop on the commission. Imagine that.

    Fast forward to the first round of indictments along with Baca’s “leaving on his terms” speech, and now the race takes on a different life form. The BOS knows that Hellmold is a Tanaka clone with a Baca twist. They know Olmsted will NOT play the bullshit political BOS game of “do as we say,” so that leaves one person, “their selection, their guy.” Enter stage right, Jim McDonnell and low and behold, what does he have surrounding him? The King Makers (BOS) political machine of “endorsers,” to include the non-political, political, Jail Commission (keep in mind, every one of them were placed on that commission exclusively by the King Makers.)

    So there you have it. The BOS ALWAYS wanted to control the Sheriff and LASD. So they grease the skids for their guy, who will march in lock-step with the BOS and do as he is told, JUST LIKE HE DOES AS HE IS TOLD AT LONG BEACH PD. WHEN THE CITY MANAGER SNAPS HIS FINGER, McDONNELL DOES AS HE IS TOLD. Make no doubt about it folks, McDonnell will “fundamentally change LASD” and it won’t be pretty. The boot lickers on the 4th floor are scared shitless because the ONLY way they survive is if Hellmold gets elected. Olmsted will shit can just about all of the 4th floor as will McDonnell.

    The silent majority of LASD had best wake up and realize ALADS and PPOA has an opportunity to support the only decent candidate on the ballot, Bob Olmsted. Tanaka is toast, he is on borrowed time. I hear that the Tanaka pirates are jumping ship like the rats they are. The next round of indictments are just about ready to be rolled out. And the names on those forms are shocking. Quite shocking and, this is still the beginning not the end. Oh man, I am going to laugh my ass off when the names I’ve heard are marched towards the Federal booking cage. A bit more on that later.

  • 4th Floor- Please identify the agencies you’re interested in working for and we’ll send you the appropriate applications off-line. We don’t need people who aren’t willing to roll up their sleeves and fix the problems. I don’t like “outside opportunists” in my home. Unless you want to be like Rapid Lapd I’d retool my thinking!!

  • Let’s be realistic. This is a race between  Olmsted and McDonnell. Hellmold’s campaign contributions  to Tanaka and the  Compton incident are sure to be exposed in an election run.  People will get the idea of why this guy moved up so fast and their not going to like it.  The fact he avoided addressing serious issues and went to talk about cybercrime, shows how arrogant and detached  he is.  I found it interesting that  Hellmold was going to make his announcement in front of the First AME church of Los Angeles on Friday.  This is a church that has fallen into troubled times with a number of lawsuits and financial mismanagement  since Rev. Cecil Murray left. Meanwhile Rev. Murray was  across town endorsing McDonnell.    Hopefully Paul  will  be indicted  by the Feds. If we’re lucky they will charge Leroy with him. With more indictments  apparently in the works, the chance for Tanaka, Rogers, and Hellmold will fade fast. 

  • Even if he isn’t elected, Hellmold is the perfect example of how the department worked under Baca. From dep. to A/S in fourteen years? Seriously? Do the math. That’s less than two years at each rank. And Baca promotes him to A/S?
    How much time did the “crime fighter” put in fighting crime? Not a politician? Incredibly funny. He spent more time humping legs than a TJ dance hall girl to get to A/S in 14 years. Maybe somebody should ask him during the debates to tell the public about his biggest case as a “crime fighter” where he was the lead detective and got some crooks sentenced to prison.

  • It’s very sad when the “band of crybabies” go after Jim Hellmold’s reputation as a cop. You are dead wrong here. Let’s see, he was an outstanding field deputy by all measures. Ask anybody that worked with him. He commanded Century Station which arguably is the busiest, most violent and high-profile station. He gave the deputies the support to reach 50-year lows in crime. Cecil Rhambo, Richard Barrantes, Dave Betkey, Dave Fender, Jim Lopez, Bill McSweeney, Ted Sexton, Dave Waters, Paul Peitrantoni, Jack Jordan, Gerald Cooper, Sam Dacus, and Karyn Mannis should all retire immediately. I don’t understand why you stay. Your ship has sailed.

  • Veritatem, I was hoping a Jimmy “the crime fighter” Hellmold would come out of the woodwork and try to defend the indefensible. Real crime fighters spend their careers fighting crime, the kind that doesn’t happen at 4700 Ramona Blvd. Real crime fighters, and leaders, take responsibility for their actions and don’t go hiding behind their sugar daddy when bad things happen that they are responsible for, like pursuits. Remember Compton?

    And real reformers don’t use taxpayer funds to shuttle the sheriff’s dad around. Speaking of spearheading, the commander’s task force was a gargantuan joke ran by incompetent leg-humpers trying to impress everyone with their lack of understanding. He did “spearhead” THAT effort!

He’s part of the problem in this organization, not the next Sheriff to fix it. Hopefully, Olmsted or McDonnell are smart enough not to keep him around on the fourth floor.

    Your insults on the task force are weak and completely unsubstantiated. The jails have implemented most (if not all) of the CCJV recommendations. Nice try though.

  • In all the press coverage of Baca’s retirement, guess who slipped into superior  court and filed their lawsuit for retaliation?  Read what they said about Hellmold and others.   

    Waters you brought your bike  to be worked on  by county workers for  free and only received a written reprimand. Now you’re suing the county for retaliation. How many people in all of the county’s 30 + departments have been fired  or demoted for behavior like you exhibited. Antuna  claims Baca in part pushed out Tanaka because he is an Asian man. Are you kidding me! Hebert how many bad hires came on board during  your watch as personnel Captain? I hope County Counsel makes these cartoon characters look ridiculous in court. This is the arrogant attitude that has destroyed LASD.

So if Mr. Olmstead knew there were deputies acting like gang members, fabricating force reports, and instigating beat downs why didn’t he do anything about it? Why just retire from the comforts of home? I’ll tell you why. It’s called the witness protection program. That’s why. For those not familiar with the Federal term, in LA we call it K-9 status. As for your assertions about medication there is none. But in the future I will need a “performance enhancer” if you know what I mean. I’ll be busy.

    Because of his reputation for honesty, competence and historically low crime rates at the Carson Station when he was captain, Todd Rogers was appointed Assistant Sheriff (really Todd?). In that position, he has already implemented the following critical reforms:
    •An entire reorganization for the Sheriff’s Department to ensure proper communication between line deputies, station captains and upper level brass (funny, it still looks the same – tore up).
    •A revamp of the county jail system to ensure deputies are safe and inmates are being treated humanely (When did Todd oversee the jails?).
    •The revision of hiring policies to ensure transparency and hiring based on merit (too bad you didn’t add promotions, Todd!).
    •The creation of tough standards to eliminate so-called “In the car” mentality that led to department cronyism (this is news to us, Todd).
    •The implementation of a landmark “whistleblower” website. Now, Sheriff Department employees can anonymously report misconduct and not fear retaliation (as long as they register and provide their ID first).
    •Created a clear, transparent and qualitative standard for performance (yawn).
    •Improved morale among the majority of hard working and honest LASD employees (I’m sure if we gave everyone three stars their morale would improve too, Todd).

    We have to assume Todd’s base will be the low information voters in the south east LA county area. Definitely not internal support – we saw you coming a mile away Todd! You burnished your credentials quite clearly as you looked the other way while corruption flourished all around you. NOW you want to claim the mantle of reformer?

    I like the use of the key phrase “Asian man” to help make it discriminatory. They should all be ashamed of themselves, I know I’m embarrassed, for them.

  • I find it amusing that all these self-professed “leaders” are leading on, and taking credit for, things that the media (which everyone loves to hate) raised. Abuse, corruption, pay-to-play, incompetence, fabricated reports, hiring standards, etc. All of it’s been raised by the LA Times and Witness LA (with the help of Bob Olmsted). Yet Jimmy Helmold and Todd Rogers and Paul Tanaka are all leaders in these areas. Real leaders are seldom the ones who call themselves by that title. So far as I’m concerned, the race is Olmsted v. McDonnell. Can’t wait to see that THEY have to say. The rest of them, plus all the clowns who signed their names to that lawsuit last week … I just feel sorry for them.

  • @13: You forgot to mention that one of the King Makers was heavily endorsed by ALADS, only to turn around and be the first one to hammer Deputies, propose yet another civilian oversight committee, etc.

    Also, the first one to need a civics lesson by proposing we change the way we select our Sheriff. Apparently, the Sheriff’s Office has too much power by being elected BY THE PEOPLE. So he proposes the BOS select the Sheriff.

  • Tanaka was on KFI tonight with John and Ken. It is beyond explanation why anyone with exposure would go on that show. For over 35 minutes they crucified him on a variety of things. If anyone can listen to the below link and think this was an advantage for Tanaka or that he came across truthful then you have drank all the Kool-aide.
