Did Chino Staff Leave Men in Cages for Days After Riots?

After last August’s 1300 inmate, eleven-hour riot at California Institute for Men in Chino—informally known by its location “Chino—CDCR officials congratulated themselves for how well they handled the riot and its aftermath.

Now, Steven Cuevas of LA’s NPR station, KPCC, has uncovered some allegations by dozens of prisoners, made in letters and telephone calls to their families, which suggest that after the riots inmates were kept outdoors in literal cages—enclosures about 20-feet long and 10-feet wide—for days at a time, stripped to thier underwear, without blankets or running water, some of the men needing medical attention.

On Monday’s Airtalk Cuevas will talk about what he has learned and the allegations that prisoners and their families have made to CDCR officials—and now to the press.

Last week, Michael Montgomery of California Watch put up his own report about letters he had read from inmates who recounted the same alarming allegations and more. Here’s a clip:

…Now, inmates themselves appear to be entering the debate, with claims that prison staff inflamed racial tensions, failed to take adequate measures to contain the violence and left many prisoners zip-tied and in extreme conditions for hours after the riot was over.

A new Web site has posted more than 50 letters and comments which it claims are from inmates — most still behind bars at Chino — who witnessed the riots. The letters are emotional and filled with graphic details but are anonymous. Here’s one sample from a man identified only as inmate 1081:


My story is just as drastic as the others. Three nights in a cage with 10 other men. And no water, no restroom facilities. I have kidney problems. It was torture for me.

When Cuevas first went to Chino a month ago to ask officials about the allegations, one official denied them altogether. In subsequent inquiries officials admitted to keeping men in the cages for an hour or so, but no longer.

KPCC has posted an audio montage of the men’s letters—on its website, and they tell a very different story.

There will be much more information to come on this issue. Count on it.

Once big question that I know Michael Montgomery is planning to dig into—namely: when did officials know of the allegations and what did—or didn’t—they do about them.

  • I think it’s curious Celeste that all the denials are now taking place about when and to what extent the info regarding the placing all those inmates in cages practically naked, exposed to the elements, after the riot at Chino Prison was received. Nothing was done about it at the time even though revelations were all over the internet at places like “Prison Talk” blog. There was info leaked out and very available that inmates were being tortured in this way, stories of the prisoners huddling together like the Penguins at the South Pole to keep from freezing or being burnt from the sun.
    If this info was disregarded at the time and now a coverup is in the works then how can anyone believe a single word that comes from the Ca Prison Industrial Complex?
    A Federal oversight commission, that has no connection to prison authorities, must be put in charge and have the right to interogate and punish these sick individuals.
    Enough is enough the system is obviously out of whack.

    where was the Xylon gas? There wasn’t any. Where were the cremtoriums? There weren’t any. What you witnessed with those cages was contingency custody procedures. the fact that prisoners were kept for an extended time may be up for scrutiny, but be assured staff was probably trying to arrange for alternative housing. Or maybe you think they should have transported them to the YMCA?

    WTF’s simple equation makes sense when you’re dealing with mob mentality.

    I love cons? When did I ever say that? Considering your bromance with that aryan brotherhood neighbor of your relative you spoke of a couple of months back, you’ve shown more compassion for cons than I ever have. Of course, you just don’t like minority cons. You’re cool with the peckerwood thugs.

    And, I dont’ see all law enforcement as nazis. Just the ones who reveal themselves to be of the same mindset as Hitler, like poplockerone.

  • I think it’s important to judge the decision makers in this instance as operating under a crisis. I’m sure they made a lot of tough decisions under bad circumstances and it’s likely anybody would have made mistakes. Of course lying about it later is definitely not okay. It is, as always, disappointing to hear those who don’t take this kind of thing seriously.

  • post #18~There were nearly 200 letters from Birch, Alpine, Butte, Palm halls, YTS, MSF, HGS and ALDR (from inside CIM) and outside from Glenn Helen, Adelanto, Lancaster, Ironwood, Calipatia, CRC, Avenal, Tehachapi and even Soledad….You’re saying all these guys conspired to send letters and write the same story and the stories are BOGUS! NOW THAT’S A STRETCH!

    It seems SO MANY keep saying “they burnt they living quarters down,” yet it has been reported that only ONE was charged with arson and I believe one of the letters said the fire was started from the OUTSIDE by this ONE inmate.

    And finally, calling them animals only further adds to the outrage! Aren’t animals held in cages at the pound? Though I don’t think they put 10-12 to one cage, and they ARE protect them from the elements, if they weren’t, PETA would be all over it.

  • It is very interesting how people so soon forget that almost a thousand inmates were part of a riot that caused millions of dollars in damages, destroying the normal housing for inmates. Considering the state is popping at the seams with inmates, and the fact they burned their own living quarters, it kind leaves CDCR without a secure area to house them for at least a short time. What I would like to see are some congratulations to the staff that did such an excellent job, particularly considering the timing of this riot ensured staff were at a minimum. There were no staff or inmates killed, which is almost unbelievable considering the size of the riot. But instead we worry about inmates kept in cages. Keep in mind these type of cages were created because inmates would not go into any type of yard for excersize with each other without trying to kill each other. But blame it on the staff I guess.

    Gordon Hinkle, the press secretary for CDCr said this…”We lost 6 dorms and 1300 beds and in 4 days we had to move a huge number of inmates. We did this with no hostages, no fatalities, no staff injuries and no escapes. It was a GOOD ACCOMPLISHMENT considering the state of emergency CIM was in.”

    Warden Aref Fakhoury said this…”The response was OUTSTANDING! If it wasn’t for all the training we provide and all the tools that are available for them, the riot would have lasted longer and there would have been more injuries and possibly deaths.”

    So you think they did an excellent job considering that staff was at a minimum…Why was it at a minimum? Remember they had 2 DAYS ADVANCED warning the “racial riot” was coming-2 DAYS! They could have moved the black inmates or had their back up staff ready to go. Reports say back up arrived 30 minutes after the riot started…so why did it take 4 hours to quell the riot? It appears to me that they FAILED do the job tax payers paid them to do. They went in at midnight after all the blacks had escaped the buildings and the rioter had stopped fighting.

    This riot could have been prevented from the get go and they know it, because of the 2 days advanced warning. The loss of 1300 beds, with hundreds of injuries at a cost of millions to the tax payers of California, I feel is the fault of the CDCr and they are downright LUCKY there were no deaths, either at the hands of another inmate or from the burning building the CO’s actually locked inmates in.

    You said it yourself; these cages were created for inmates to get a few hours of exercise NOT for an extended stay. These cages were housing inmates back in 2005 and they are still housing inmates now. According to the KPCC report inmates were caged from March through December of last year. I bet it never ended after the 2005 scandal. This is shameful and taxpayers should be outraged!

    Again…It has been reported that only ONE inmate allegedly set the fire and ONLY ONE will be charged with arson.
