Gov. Newsom Signs Executive Order Closing Prisons and Youth Lockups to New Prisoners

California’s 35 prisons and four juvenile facilities will no longer accept new intakes, at least temporarily, under a new executive order from Governor Gavin Newsom meant to help slow the spread of COVID-19.

The order, signed on Tuesday evening, March 24, requires local jails and juvenile facilities to keep those adults and kids convicted of felonies who would otherwise be transferred to an adult or youth lockup run by the California Department of Corrections and Rehabilitation. The point, Gov. Newsom said, “to make sure we’re not mixing” our incarcerated populations and creating more opportunities for the virus to spread behind bars.

Newsom suspended new prison intakes for 30 days with the option to extend the ban “if suspension continues to be necessary to protect the health, safety, and welfare of inmates and juveniles in CDCR’s custody and staff who work in the facilities.”

Late on Sunday, CA prison officials announced the first confirmed case of a prisoner having contracted COVID-19 at California State Prison-Los Angeles County, in Lancaster.

In addition to the Lancaster case, two CDCR employees at California State Prison, Sacramento, three at California Institution for Men, and a sixth employee at Folsom State Prison have tested positive for COVID-19, as of March 24, according to the CDCR. A seventh worker at California Health Care Facility, a prison in Stockton, has also tested positive but reportedly did not expose other staff or prisoners before being quarantined.

“The State of California is responding in real time and fighting hard to deploy every resource to reduce the spread of COVID-19, and we are working with our public health experts, corrections system and our local sheriff’s departments to ensure proper protocols and procedures are in place to effectively limit risks in correctional facilities,” said Governor Newsom.

Sheriff’s departments running big jail systems, including LA County’s, have been working to reduce low-level arrests and increase early releases. Yet justice reform advocates say more could be done at the local level, and have called on Newsom and state officials to ramp up early releases, as well as compassionate releases for sick and elderly people, in the state’s overcrowded prisons where social distancing is all but impossible.

The governor has not indicated he will support earlier releases from prison, however.

Additionally, coronavirus concerns had previously put parole hearings, which are conducted in-person, on pause at least until March 31.

With Tuesday’s executive order, Newsom sets a timeline and requirements for the state to get regular parole hearings back on track by harnessing the power of videoconferencing tools.

The governor has ordered the Board of Parole Hearings to get remote parole meetings functional by April 13, at the latest — a little less than a month after state officials first suspended the hearings.

    A.V made it clear that his concern that the long lines wrapping around the gun-shop buildings were not meeting social-distancing guidelines established by the State (six feet as opposed to the six inches we all saw in the pictures so kindly provided by the local MSM).

    A.V provided a valuable public service when he gave voice to his concern, and I thank him for it.

    Alex re-opens gun shops and says he’ll leave it up to Newsome.

    Newsome says he’ll defer to county sheriff’s. He did not clarify that his order did or did not include gun shops. Newsome deferred to absolve himself from any blame or backlash.

    Alex again closes gun shops because he thinks when Newsome deferred, that meant county sheriff’s have the authority and not I don’t want to make that decision. Closes gun shops after county counsel, a lawyer said that can’t be done. County counsel would come to that conclusion after reviewing the governors declaration, based on the 2nd amendment, and any county ordinances that may apply.

    Plus, the back and forth really makes him look like he doesn’t know what he’s doing in the public eyes.

A worldwide pandemic and a BOS bent on ignoring well established emergency management rules, issuing poorly planned and executed health orders, and creating mass confusion in the LE community.   • The uncharted waters began when Lt. Alex was sworn in last year. Since then he has proceeded to waste millions, yes, millions of tax payer dollars with his boneheaded decisions. Here’s short list of 3 high profile idiotic decisions by the rookie sheriff in training:

    1) Unlawful reinstatement of legally fired former Deputy Mandoyan. The Board and County Council said you can’t do that. Lt. Alex fought and loss that court battle when the judge ordered Lil Alex to take back Creepy Carl’s badge & gun and stop referring to him as a deputy sheriff.

    2) Lt. Alex thought he could fight the Board and County Council by hiring his own high priced attorneys to fight them. When the Board and County Counsel B-Slapped little Alex with a letter informing him that he would have to personally foot that bill himself, he crawled back into his little HOJ Batcave with his tail between his legs quietly gave up on those big money attorneys.

    3) And now, Lt. Alex in an effort to use the COVID-19 Crisis for public attention to feed his “fragile ego” by throwing a public temper tantrum because the Board and the Director of Public Health wouldn’t kiss his arse while they appropriately handle this public HEALTH emergency, he decides to order a shut down of all gun stores with ridiculous and illogical justifications. County Counsel again tells the illiterate Sheriff, that order would be deemed unconstitutional, so Lt. Alex tries to plea to the Governor for backup. The Governor basically says, you are on your own with that one lil guy. So the illiterate Sheriff takes that statement as backing to move forward with his unconstitutional gun store closure order. But wait, he decides to try to gain support from the rest of the Los Angeles County Police Chiefs and over 90% of them tell him to pound sand you dumb knucklehead trainee. So the smartest man in the room defies all logic and moves ahead with his unconstitutional order and in nearly record time is promptly served with a FEDERAL LAWSUIT.

    Now he will waste millions in additional tax payer dollars to defend his idiotic attention grabbing decisions, and for what purpose?

    Dear Board of Supervisors, please protect our hard earned tax paid funds from this illiterate Sheriff. Since he defied the County Counsel’s sage legal advice and directions, please send him a message that any “Punitive Damage Awards” that come out of this lawsuit judgement WILL NOT be covered by the Board with our tax payer funds. Once he has to personally feel the pain of his idiotic decisions, maybe then, he will listen to the much smarter people in the room.

Under the current failed leadership of Lieutenant sheriff Alejandro Villanueva, he and his hand picked “tenured” command staff are incapable of following the basic rules that all health professionals nationwide have been trying to drive home, for several weeks now, to maintain at least 6 feet from each other. You know, the justification that Lt. Alex tried to use for his unconstitutional shut down order of legal businesses that sell firearms in L.A. County.

    I’m most definitely not disgruntled. My point on the link was simple. Gun stores and gun possession are just as essential as recruits, but if your gonna make a point that they are not, then put the recruits on hold like other agencies.

    Secondly, I support 100 percent all first responders, they are most definitely essential and necessary. I would have no problem working in any of those aspects.

    Lastly, I agreed with some of his changes, but I also strongly disagree with some views. Nature of the beast I guess. He does come across as a person with a chip on his shoulder and loves to brag about his background. I guess I’m just more humble and was raised differently.

  • Hey Dreamer, yes the Sheriff is definitely in unchartered territory, but because he has no knowledge of the big picture with regards to the entire Emergency Management System, and becuse he has surrounded himself with others who have no knowledge, he is failing. It is not just the BOS that is upset, he is driving wedges between other County agencies. He can’t put his ego aside and just step back. Talk about creating mass confusion, how do you publickly announce no gun sales, then take it back, then take that back. This is not an elementary school playground.

    As far as being the quarterback, lets see in the last year this quarterback has lost the new MCJ Project, got subpoena power for the oversight committee and will most likely now be removed from the CEOC.   • Has it ever occurred to you that county counsel’s move, to email the ASSOCIATED PRESS of all people, without conferring with the sheriff, was designed exactly to do what you claim? County counsel is supposed to represent the sheriff, not oppose him publicly. Those are grounds for disbarment.

You probably haven’t kept pace with what’s going on, but the entire Mandoyan case has been thoroughly discredited and now the legal crisis is in the board’s hands, not our sheriff. It turns out that members of the McDonnell administration engaged in criminal conduct by concealing exculpatory evidence, and now the board is spending millions of dollars in attorney fees to try to conceal that. Yeah, that’s not AV’s problem, but the board’s.

    AV’s attorney’s are paid the same rate as just one of the THREE law firms the board hired, including one Skip Miller. If you don’t know who he is, he represented Anthony Pellicano when he was convicted of illegal wire taps. You might want to educate yourself before you speak.

    Now that third item on your agenda list, again you fail to educate yourself. The city of LA has shut down all gun stores, and the city of Pasadena has done exactly what the sheriff has done. Now where did you determine that 90% of the police chiefs are in disagreement with the sheriff? You don’t think they have their own little conference calls and work on a consensus? Notice how Mike Feuer, LA’s city attorney, didn’t jump in front of a camera and countered the decision by Garcetti and Chief Moore, or did he? Oh that’s right, he stood right behind them and backed their play.

    You’re an idiot if you think there is any legitimacy to what the board and county counsel does with anything related to the sheriff or the LASD. The sheriff understands emergency management and all the rules, the board doesn’t, and it’s quite evident.

Thanks for the link which basically says nothing except a feeble attempt to blame the motion to turn the county’s executive director of emergency management operations over to the capable hands of the CEO from the current disaster called Alex (I cried & sued to get promoted to lieutenant) Villanueva, on the lone Republican on the Board, Supv.     In these serious and troubled times, at least the BOS will be able to easily deliver some positive and good news as we move forward from, Alex’s ineptness and incompetence, to a professional and intelligent director of emergency management, for the residents of Los Angeles County.

  • Clown show, when you try to make stuff up to see what sticks, you reveal your true hatred. Sheriff V at one point worked as a supervisor and instructor of ICS for the entire command and management staff of the department. He understands emergency management far more than most, including the BOS, the CEO, and appointed department heads. I know this may come as a disappointment to you, too bad. He also has a solid reputation for supporting good police work, something haters like you will never admit.

  • Great! He should have no problem then carrying out the directives from the new Director of the County’s Office of Emergency Management. Like always, I’m sure the smartest man in the room will be able to demonstrate his executive team building, teamwork and problem solving skills.

    I’m sure all CEOC workers will be as impressed with his performance based on what we have seen to date. Only problem and probably Lt. Alex’s biggest fear is that since they won’t be LASD personnel, they wont know that they are supposed to stroke his fragile ego by saying “yes boss” every time he makes an asinine recommendation.

  • Leibrich, he has been IOD for the past week as he was following strict “stay at home” procedures because he is a man who LEADS from the rear by example. According to the SHAD-92, that he had his poor lieutenant “hostage” aide drive into the Hall of Justice to fill out for him, he was involved in an important tele-conference call, providing sage advice and strategy to Alex and the rest of the CEOC executive team on how to maintain control of Lil Alex’s throne in the face of an enemy “Coup d’etat” by those evil woman Supervisors.

    In true Timmy style, five minutes into the call he was overheard snoring. After repeated attempts to wake him by calling out his name, one of his doggies came in and began licking his ear. The startled Timmy quickly returned to consciousness but accidentally dropped his bowl of cheerios onto his foot causing a severe (6) blood drop laceration to his little toe. After letting out a few choice expletives over the phone while withering on the floor in pain, he was able to valiantly climb back into his sleeper lounge chair and regain his composure as he struggled with the life or death decision on whether to call 911 for those simple fire guys or go direct to ABD (aero bureau dispatch) and summons Air-5 for a videoed hoist rescue. Luckily for all, his radio battery was dead.

    After weighing all options, and considering his high risk health status vulnerability for contracting the severe form of the COVID-19 virus if he were to enter a hospital, he smartly found a bandaid and took the rest of the week off to speed up his recovery time. Unfortunately, without his on-scene hand holding guidance of Lil Alex, the enemy BOS Top-5 Swat Team violently overran the CEOC Bunker Room and evicted Lil Alex in a heart pounding, edge of your seat, televised fashion that will go down in Los Angeles County History as a day that will live in Infamy.

  • So now, after yesterday’s beat down by the likes of Supervisor’s Barger, Kuehl, Hahn & Solis (MRT let the ladies give the beating), the petulant child Sheriff thinks now is the time to take on another very intelligent female county executive, Sachi Hamai. Yes, Sachi Hamai, the CEO! The lady who controls and smartly manages all of the monies for the entire County of Los Angeles.

    Is this some kind of April Fools Joke? No folks, Lt. Alejandro Villanueva believes the timing is perfect to publicly go after and attack the CEO regarding Coronavirus related leave time. But not quietly and professionally behind closed doors in a respectful manner. Nope, no sir. Not the smartest man in the room. No way, Jose!

    Lil Alex believes going public to try to embarrass the CEO into giving up what the current county codes, state and Federal laws do not currently allow, and outside of the unions bargaining process is the best way to go. Ignorant Alex believes he has the public’s love for our 1st Responders to rely on in his underhanded and unprofessional tactics.

    But wait, aren’t there many other front line hero’s out there dealing with this pandemic? Firefighters, Doctors, Nurses, truck drivers, grocery workers, etc…. You get the point. And what about all of the recently unemployed who are currently captive in their homes wondering how they are going to pay their rent, car notes, other bills and feed their families?

    Alex says, no worries: “I am the most respected leader of the largest Sheriff’s Department in the nation. The people have spoken when they elected me in the closest of margins when they harvested all of those crucial hidden ballots. They probably already forgot about my feelings on Sanctuary Policies and that pesky 2nd Amendment.   • JC, once again you nailed it concisely. Inept Alex seems to enjoy showing us why he is completely unfit to lead the honorable men and women of this great organization. He once again highlighted why he was repeatedly denied his demands for an executive aide assignment when he was a shift watch commander. Every executive back then knew he had zero administrative acumen for such a position and needed to simply try to work his way up the ladder by gaining necessary experience in operations at the unit level, first. Unfortunately, some of the partisan voters didn’t realize the extreme importance of executive experience necessary to hold the position of Sheriff and this is the “Hot Mess” we are left with.

    Lt. Villanueva, please ask one of your hand picked executives what an “A” letter is and how you can easily assign an employee to remain at home, “on-duty” and with full pay and benefits while they follow the quarantine mandates in hopes that they are not infected and are cleared to return to full duty. It’s really simple and even an operations sergeant can show you how it works.

    And Inept Alex, thanks again for showing the world that the BOS’ decision to replace you NOW with the CEO to manage the County’s response through the CEOC was the very important and wise decision.

  • KD: You are the king of deflection. Since you are obviously an insider you receive many questions from the rest of us. Why wont you answer any of them? For many months now, you have been claiming, in one statement or another, “the buried bodies are coming to light”. Its been 16 months; where are they? Where are the 200-400 deputies the Sheriff said were coming back? Where are the cases against Huntsman, Teran, Tyler, the County Supervisors and all the executives that were “fired” for corruption? Was the “public corruption unit” able to make the cases or not? Constant fighting with the BOS may look good to the new guys but those of us who have been around see the position of Sheriff being weakened by the day. Civilian oversight with subpoena power, removal from CEOC leadership, budget monies being sequestered and doled out like a kids allowance. Check the election results for each Supervisor. They are not going anywhere and with Wesson coming in the MRT philosophy continues. If this continues it could very well be the office of the L.A County Sheriff becomes an appointed position. Its already being discussed at the county and state level. Wouldn’t it be ironic if it was AV and not McDonnell that turned the LASD into the LAPD?

  • @prop, first of all let me get this straight I am no fan of what AV has been doing. I did not like who he brought in, I do not like who (at least the Tanaka folks or just the plain incompetent ones) he has promoted. But, he has taken the handcuffs off those in the field and in line positions. Lt’s/Sgt’s/Deps are not afraid of doing the lords work any longer. So, I would say those are the ones that trust him to have their backs. And he does. Say what you want about the Kobe incident, but the Sheriff was truly trying to do the right thing by the Deps. Buckles and people like the clown would have nutted up and began relieving people. A firm grip should never be considered a use of force where people get demoted and fired over. Thats what was going on in the past, but no longer. Its just unfortunate that AV’s inner circle can’t advise him correctly . That and he wont listen to ANYBODY. Besides Carl.

    Questions remain as who allowed this to happen and why? What did Mandoyan do to merit Villanueva’s favor?

    Even the Sheriff can’t be both the Judge and the jury for Carl. Taxpayers be damned!

    I truly believe that many actions within LASD by Alex is reminiscent of “How do you like me now” & “Who’s your Daddy” to those who oppose him. In the end the response will be “Who’s crying now”…

  • Knowing CM could never pass backgrounds normally, you have to wonder what was the deal? Was it just to get CM on the eligibility list so that the Department could push him through the hiring process? Was Personnel going to do a “FOS” background and decide all of Mandoyan’s issues were unfounded? For justification, they could point to the Department’s own “report” that decided there was a lack of due process? If so, when Mandoyan goes to court he could say, “See your honor, I passed backgrounds and I’m eligible to be hired.” Interestingly, the Director of DHR acted rather quickly ordering the Sheriff to take CM off the eligible list. I agree that you have to wonder why the Sheriff fights so hard for Mandoyan yet apparently is doing nothing for the 400 deputies (his words) who might actually have a case against the Department.

  • Is it true? Lil Alex’s favorite T.V. fantasy autobiography show on FOX 11, “Deputy” just got cancelled after one “term”, oops, I mean season (@cognistator – that would be a Freudian slip). The very show that Lil Alex blessed for production only if the his favorite actor, Stephen Dorff, agreed to wear his circle of stars on his collar as homage to his Alex’s unique “I want to be different” ego. It has been said that Lt. Alex even wrote the part of the script for an early episode to ensure that his anti-ICE sanctuary sheriff policy was prominently highlighted.

    Lil Alex was even quoted during a news interview when he offered his critique of the show when he felt it was a realistic depiction of the LASD, just a little faster. Well Alex, if this disaster of a cop show was realistic to you, pack your moving boxes now because your term in office should be coming to the same lackluster and embarrassing finale.

He will go down as the only Sheriff of LA County who got canned in the primaries fir his incompetence.   • I’m guessing ALADS is beginning to slowly distance themselves from the Sheriff. They recently took a shot at his administration for a lack of COVID equipment. The current contract expires in January so negotiations are not that far off. With the constant battles between the Sheriff and BOS, the conditions are not great for productive negotiations. We have worked without a contract in the past. It could happen again if the BOS decides they will drag their feet and wait for the next election and potentially negotiate with a new administration. ALADS should be concerned.

  • So under the Alex administration, his son is hired. His delayed employment wasn’t cause he wasn’t of age yet, just saying. Just wonder why he wasn’t hired before.

    Secondly, Murakami son-in-law gets hired. Supposedly he worked law enforcement in Hawaii and may have had some questionable stuff in his backgrounds, but nonetheless he’s hired and on. Why wasn’t he hired before.

    Lastly, currently there is a older Hispanic female CA in the academy. From what I’ve heard they don’t know how she met any physical standards, but of course is has also been said she’s very close friend with Viv. Why couldn’t she get hired before.

    That looks, sounds, and smells like cronyism!

    Final thoughts, recently the sheriff mentioned wanting deputies with patrol line time, no more one year wonders for desirable positions and promotions, Interesting proposition. id like to know what qualifies that female east la trainee that took out a family in a Accident to join the office of the sheriff, with a take home car.

  • So I just read somewhere on Facebook this morning that The AV Clown Show was in full incompetent operational mode yesterday when none other than Inept Alex sent out a directive to all unit commanders to illegally ask department personnel to self report their COVID-19 at-risk health factors to their supervisors which would be in complete violation of Federal HIPAA privacy laws. Yes folks, the Neo-Prog Sheriff wants all of you to report if you smoke or vape, if you like to drink a little too much and might have damaged your liver a bit, maybe enjoyed a few too many donuts during court recesses and now might be a little diabetic, etc…

    Of course several of the prior regime experienced and educated leftover command staff, who have been summarily passed over for promotional considerations by the Idiot in charge, knew that this was one land mine laden illegal directive that they would follow alerted Lil Alex’s lieutenant to chief cronies to that fact. Alex’s crack senior executive team, now dumbfounded on what to do, hastily called all hands on deck Saturday conference calls to seek guidance. Right out of a scene from Austin Powers, Dr. Evil Alex was observed on the Zoom video chat sitting in his home office command chair, cradling his hairless cat (Chief of Staff John “Mr. Bigglesworth” Burcher) as he asked his Number 2 (Murakami, not Viv) for suggestions. And just like that, the decisive order was rescinded and replaced with another decisive order which basically stated: Never mind captains. Just do what you think is okay. Whatever you decide will be fine by me. Unless you screw up and it has negative blowback on my image, then you will be demoted and/or transferred.

    Gee, I wonder how many unit commanders didn’t get the word in time and actually gleefully jumped on that original land mine directive?
    And what happened to those employees who followed their Supreme Leader’s illegal orders and surrendered their private medical information?
    Where they sent home? I wonder how many were sent home?

    Lastly, was this just another attempt by Dr. Alex Evil and his hairless confidant cat Bigglesworth Burcher to figure out a way to challenge the CEO and the Board of Sups AGAIN with a manufactured staffing crisis emergency funding request? What could go wrong?

There is no playbook for this, so all you armchair quarterbacks are left with sniveling and sniping from anonymity. It’s OK, thank GOD he’s in charge and not you cowards.

    So basically, Lt. Villanueva is failing and falling short once again. Come on now, how hard can it be to realize a significant percentage drop in crime when EVERYONE is basically at home.     Lastly, I do love doing the lords work and what I believe our department stands for, but there are some ideologies that I have experienced and heard from Alex that are out of touch and will only cause us further damage. Stuff that would change the future for all us and most importantly the new generation! I agree Alex does support proactive policing but if he instills some of his ideologies, there won’t be anyone to do it in the future regardless of support.

The Courts already decided for him, and no matter what AV wants, it will be stopped by the Courts, the County CEO and the BOS. I can assure you one thing for sure. If McDonnell comes back he will clean house.

  • On Saturday, AV sent out a message asking Department personnel to consider letting their supervisors know if they had a medical condition which would place them in a high-risk category for Covid-19. He either sent it without consulting anyone OR he consulted incompetent staff, because he had to re-send the message with a “Voluntary only” qualification added in red at the bottom of the first non-HIPAA compliant message.

    He also sent a grammatically flawed message (doesn’t he have an entire STAFF to check what he releases?) to the Department on Friday regarding the Emergency Paid Sick Leave Act. What he refers to as his “in-depth research” on the topic, was actually CEO Sachi Hamai publicly schooling him in a letter:

    “It’s unfortunate that the Sheriff continues to bring issues to the media with the sole purpose of picking a political fight rather than joining the County family in our urgent shared mission, which is the COVID-19 crisis. The Sheriff should know since the guidelines were sent out last week, that new federal benefits for employees affected by COVID-19 took effect beginning today.

    The guidelines for these programs are set by the federal government, not by the County. The Sheriff is responsible for his own decisions if he ordered employees to be placed on home leave. As a department head, he should be well aware that employees he orders to stay at home should be placed on paid administrative leave. If the Sheriff has any other concerns he should be working with the County’s Department of Human Resources to address any individual employees’ situations and needs instead of going to the media with misleading information.”

    I think communication is key brother. AV has an open door policy and is one of the most approachable people I know. His Chief of Staff and Aide are also good guys, unlike the previous. His old group wouldn’t even let chiefs speak to AV. There’s a lot that AV doesn’t know about and it’s incumbent upon us to relay it to him. I have all the confidence in the man that he will listen and do what he can to fix things. He genuinely wants to do good.

    For starters it just seems like for whatever reasons the standards for hiring are confusing. No more treadmill or body fat. One ideology expressed was that academy is not a “de-selector,” well then who is. If HR standards are what they are and backgrounds is being “pushed” to hire then how are we being genuine in our hiring practices.

    Minimizing the stress factor of the academy to me is a double edged sword. I understand teaching and being able to turn and not so great candidate into a deputy, but we all know they are some cats that just don’t belong.

    Trying to push that mentality of low stress in academy and field training seems risky to me. Which something he has expressed. FTO are not “ de-selectors.” Well then who is? Our out dated training program on paper. How do we know who is gonna have fight or flight without stress?

    It seems broad, but if he supports the troop we need t replenish them with people we trust!

  • Clown Show, Apostle, Rim Job, and whoever else was busy throwing rocks at the sheriff while he does his job, my apologies for not getting back sooner. It’s harder to get timely information while the department is in full crisis mode, but I got enough from those in the know to address some of the drivel you guys think is important.

    First off, on the Mandoyan front, whatever he does is through his attorney’s advice, not the sheriff’s. That pretty much kills all those back door arguments, and the real issue is how much money the board is willing to spend to conceal misconduct from McDonnell’s administration. The facts are in, false accusation and willful concealment of exculpatory evidence by IAB, oops! The BOS burned an innocent man at the stake, so every penny spent by the board is to conceal that.

    Let’s see what’s next? Oh, a deputy with a take home car working the 8th floor I believe. Horrible situation for sure, but the fact the sheriff has a small team of personnel who drive all over the county and organize town halls and community advisory groups is nothing new or outrageous, its smart business. I was also told the sheriff doesn’t comment on personnel matters, so you’ll have to figure that one out from here.

    Last but not least is the BOS and their “victim” the CEO. Sachi told both the sheriff and the fire chief that benefits were not retroactive and that employees would have to use their own time. Last time I checked, pretty sure the HR expert in that conversation is Sachi, not the sheriff or the fire chief. This was a conference call with dozens of attendees, including from our department. Once the heat was on only then did she talk about administrative leave, which by then was already addressed. We will give Sachi the benefit of the doubt and not know which hat she was wearing at the time, but her subsequent claims are disingenuous at best.

    Sorry if this info disappoints you, or if you prefer that employees with pre-existing conditions keep their condition away from their employer, but perhaps you can offer a better solution in dealing with this pandemic, from your vast personal experiences of course.

    Last but not least, you glossed over the part where the advocacy sergeant interviewed a witness who impeached the testimony of the accuser and then concealed that from the defense. Isn’t that a crime?

The last time I checked, he had a 73% dis-approval rating from the most recent elections held on March 3rd, where LA County residents overwhelemgly voted for civilian oversight of the Department. They did so because they do not trust AV to run the Department, and view him as an aberration in LASD history.
    If he continues the path he will definitely be recalled.

    If that didn’t happen in the first place, none of the Mandoyan crap, the executive experience purge which led to the current cronyism and inexperienced yes men, the costly & losing battle with the Board of Supervisors, the huge fiscal year budget mismanagement and overruns, the landslide election loss which has now provided the Civilian Oversight Commission with subpoena power, the eviction of the Sheriff from the CEOC Director’s position, the recently filed federal lawsuit for unconstitutionally ordering the closure of gun stores, the soon to be filed HIPAA violations lawsuits due to AV’s idiotic directions to his command staff, and lastly, the long term and irreparable harm to the once great LASD’s standing amongst all of law enforcement in the nation as Lt Alex is now the laughing stock Sheriff in the land.

    I’m sure I missed a few other Lt Villanueva’s failed leadership blunders, but you probably get the point.

  • @Rakkasan-No. He lost his civil service case. Since he was not able to record the skelly hearing, it was his word against the chief’s. Originally he won his case with the hearing officer. It went to the CSC and they voted 4-1 in him getting his job back. The county attorney appealed, like they always do, went back 2 months later and voted 5-0 in the county’s favor with no new evidence brought to the table. Now hes going through the appeal process which has been put on hold.

  • First, the 5th District’s Barger, traditionally a staunch ally of the Department sent a veiled, “What the hell were were you thinking?” letter to AV:

    Unfortunately, despite an immense intellect and advanced education, AV wasn’t quite clear on the point Barger was making. So the entire Board sent a letter for clarity (see below link).

    In more than 30 years, I’ve never seen the Board address a Sheriff like this and it’s truly embarrassing.

    For those out there (Keep Dreaming, Tips 2.0 or “Bro”) with their noses so far up AV’s butt all you can see are their Vibram soles, stand by. Unlike Villanueva, the BOS has a plan and I’m GUESSING it involves the flow of money to the Department. They are literally laying siege to the LASD and the troops he claims love him are already feeling the heat. It will only get worse.

    While LOTS of people now have take-home cars (including the deputy in the Sheriff’s Office who was responsible for the deaths of two ELA boys and shouldn’t be driving at all), ask a patrol deputy how easy it is to find a car at their station to go 10-8 or how abundant cleaning supplies and PPE were/are during this pandemic.

My captain bought it hook, line and sinker, and scurried it up the chain. But don’t get me wrong; he didn’t take it up the normal chain through his commander, chief and so on. He took the Red Line directly to Captain Bigglesworth Burcher. Captain BB then called Asst Sheriff VV and BAM, I’m in like flint.

County Jail’s INMATES. That’s right folks, the Clown that was elected to provide public safety by enforcing the state laws within LA County has instead chosen to release over 4200 INMATES back into the community under the guise of protecting them from the “possibility” of Coronavirus exposure.

    Inept Alex will try to downplay this by stating they were all “non-violent” offense criminals. We all know that might have been their current or latest offense, but I can guarantee a very large percentage of those released by incompetent Alex have prior arrests for crimes of violence.     COVID-19 is

    1. Deeply contagious.
    2. There is no vaccine, treatment, or cure for it. Medical people say a vaccine is probably 18 months away, and that is considered “breakneck” speed in vaccine development..
    3. A healthy, young person who gets it will recover after about three weeks of gawd-awful sickness.

    The Sheriff did the right thing here, and he should be applauded for it.

  • If he was really concerned about the dangers posed by the COVID-19 virus he could have said the following: If you, or a household member experiences any of the following symptoms:
    Wheezing, shortness of breath or difficulty breathing
    Fever
    Cough

    Contact your Doctor, get tested, wear a mask to protect others……. but unfortunately, he did not. The simple truth about Villanueva is that, he has been exposed over the past month by the BOS: He simply wasn’t (and isn’t) ready for the challenges that are self- inflicted onto LASD.

  • Just circling back to last weeks Alejandro’s Clown Show Escapades with the Board of Supervisors, now that their 5-0hhhh “Alex B-Slap” signature letter was formally approved during yesterday’s official Board meeting. No wonder the CEO and the Board of Supervisors had to educate the illiterate Sheriff Villanueva with detailed and professional letters informing him on how to place possibly exposed COVID-19 personnel on paid administrative leave time while on home quarantine. Looks like they are “documenting” the trainee sheriff on the “Dopey” improvement needed training program.

    One more justification for removing him from the CEOC Directors chair during the pandemic crisis response, when it is painfully obvious that he can’t even properly lead the LASD, much less the County’s response.

    Which, by the way, has been going perfectly since his ouster!

  • I would like to address paragraph 3…Why are u trivializing the situation with that deputy.?? The deputy in question committed a HUGE error in action and response,resulting in a significant loss of life. Furthermore, she was, to my understanding a roll-up who was POEing everybody and their mother so she could get signed off. So u reward her with an A schedule and a take home car, that speaks volumes of our past leadership. Her actions during that “incident” should have resulted in termination not promotion.It is incidents like those that demonstrate why LASD has become a second tier and laughed at LE organization….

  • Placer county jail has one inmate infected with covid-19 so they had to move all the inmates from one side of the jail facility to the other side of the jail facility. the inmates who weren’t infected are on lockdown each inmate is in a single cell by their self. My fiance is in there with COPD a very severe case of it and he is fearing for his life. I want placer county jail to release inmate Brandon martherus before he ends up with covid-19 and dies in that facility.
